New Connection Application Requirements
‣ FOR RESIDENTIAL AND ORDINARY SMALL COMMERCIAL APPLICANTS
- Application for Service Connection (Electric Meter Connection) original document
- Electrical Plan signed and sealed by a Professional Electrical Engineer (Original Document)
- Fire Safety Clearance (Electrical Clearance) from the Bureau of Fire Protection Office of the municipality (Original Document)
- Barangay Certification from the Barangay Hall (Original Document)
- Certificate of Readiness for Electric Meter Connection Visit the nearest TARELCO II office and obtain this document from the Consumer Welfare Desk Officer (CWDO) to schedule an inspection with a TARELCO II Accredited Barangay Electrician. The name and contact number of the electrician is included in the certificate.
- Two (2) copies of applicant’s 2x2 Picture with a plain white background.
- TARELCO II receipt or Electric Bill of your NEAREST NEIGHBOR. This will serve as guide for location purposes.
- One (1) Photocopy of the applicant’s Government-issued I.D
Once all mentioned requirements are completed, immediately proceed to the nearest TARELCO II Office to:
● Fill out the Application Form
● Pay the total cost of meter connection

‣ FOR APPLICANTS REQUIRING SOLE USE OF TRANSFORMER/S
- Write a Letter of Intent addressed to:

- One (1) original Application for Service Connection (Electric Meter Connection) obtained from the Municipal Engineer
- One (1) original Fire Safety Clearance (Electrical Clearance) from the Bureau of Fire Protection Office of the municipality
- One (1) original Barangay Certification confirming that the subject establishment is located in the Barangay
- If the application is under Sole Proprietorship, submit two (2) pieces of 2x2 picture of the applicant.
- If application is under a Corporation, submit a Secretary’s Certificate
designating the authorized signatory
a. One (1) Government-Issued ID photocopy of authorized signatory
b. Present the details of the following contact persons:
i. Proprietor’s Cellphone Number and Email;
ii. Manager’s Cellphone Number and Email;
iii. Supervisor’s Cellphone Number and Email;
iv. Caretaker’s Cellphone Number and Email;
v. Company’s Cellphone Number and Email.
NOTE: Other pertinent documents required shall be based on the nature of business operation. For example, if the applicant is renting the place, a photocopy of the Memorandum of Agreement (MOA) or Contract of Lease must be submitted.
Once all mentioned requirements are completed, proceed to the TARELCO II Main Office (located in Concepcion, Tarlac) for the following:
● Fill out the Application Form for Membership
● Signing of the Contract of Power Supply
● Payment of necessary materials and Bill Deposit
‣ NET METERING APPLICANTS
- Visit TARELCO II Main Office – Consumer Services Officer to obtain an Application Form and undergo Orientation about Net Metering.
- Provide a Certificate of Final Electrical Inspection (CFEI), issued by the Local Government Unit.
- Sign the Net Metering Agreement and fill out ERC COC Form 1 given by TARELCO II, then pay the ERC compliance fee of ₱1,500.00.
Requirement for Transfer/Relocate Electric Meter to New or Renovated House
- One (1) original Application for Service Connection (Electric Meter Connection)
- One (1) original Electrical Plan (signed and sealed by a Professional Electrical Engineer)
- One (1) original Fire Safety Clearance (Electrical Clearance) from the Bureau of Fire Protection Office of your municipality
- One (1) original Barangay Certification from the Barangay Hall
- Receipt or Electric Bill of nearest neighbor. This will serve as guide for location purposes
- Certificate of Readiness for Electric Meter Connection. Visit the nearest TARELCO II office and obtain this document from the Consumer Welfare Desk Officer (CWDO) to schedule an inspection with a TARELCO II Accredited Barangay Electrician. The name and contact number of the electrician is included in the certificate.
Once all mentioned requirements are completed, immediately proceed to the nearest TARELCO II Office to pay the total cost of meter relocation.
NOTE: The total cost of relocation may vary depending on the accessories and service drop wire needed upon inspection.
Change Meter Account Name Requirements
For Ordinary Electric Meters
‣ FROM PREVIOUS HOUSE/ESTABLISHMENT OWNER
- One (1) photocopy of PROOF OF OWNERSHIP
● Transfer Certificate of Title (TCT),
● Deed of Sale
● Any document stating ownership of the property - One (1) original of Barangay Certification
- Signed Waiver of Rights from previous owner
- Two (2) pieces of new owner’s 2” x 2” photo
- One (1) photocopy of the new owner’s Government-issued ID
- Statement of Account or Electric Bill Receipt of the said meter
- ₱5.00 Membership Fee (paid upon application at TARELCO II Offices)
Once all mentioned requirements are completed, immediately proceed to the nearest

‣ FROM DECEASED HUSBAND TO WIFE OR VICE VERSA

Livelihood Programs
Barangay Collection Agents (BCA)
TARELCO II launched this groundbreaking program in 2015 to provide MCOs ease and accessibility in terms of paying their electric bills and at the same time offering designated agents additional income. Designed to assist MCOs in remote areas where transportation costs are high, the initiative screened and oriented the member-consumers with good standing who have applied to become authorized individuals to collect and report payments to TARELCO II.
To formally introduce the said agents to their respective barangays, TARELCO II regularly conducts BCA launching events within designated collection area. This activity also serves as an opportunity to provide residents with other institutional services they may require. In 2024, TARELCO II has 72 active BCA serving the coverage area. Further, these events are also used as platform for the Cooperative’s information dissemination campaign.
Barangay Electricians
Another one-call away service provided by the Cooperative in 2018 is its establishment of Barangay Electricians, a group of trained and TARELCO II-accredited workers assisting particularly new meter connection applicants. These electricians inspect the house/establishment’s electrical installations in accordance to safety standards, paving the way for a swift and high-quality installation process. In addition, these accredited partners will be compensated for their services on a per applicant – basis, excluding additional costs incurred if a new electric meter applicant requests extended assistance with electrical facilities. As of December 2024, 31 accredited Barangay Electricians has been serving the MCOs within the coverage areas.
MCO Officer (MCOOs) Line Clearing and Serving of Disconnection Notice
The COVID-19 pandemic greatly impacted the economic state of the nation leading to widespread job losses among Filipinos. TARELCO II intervened the situation by offering a livelihood project to the MCOOs of 12 pilot barangays. Their main duties include serving of disconnection notice and clearing of branches or twigs that potentially compromises power lines. They receive quarterly payments for line clearing and monthly compensation for delivering disconnection notices.
Under a mutual agreement, portion of their income will automatically be deposited in their bank accounts, serving as funds for essential tools needed for line clearing and as payment for the provided service vehicle.
Assistance
Burial Assistance
For only a decade now, the TARELCO II Board and Management approved and implemented a burial and death assistance program as a gesture of gratitude and support for its MCOs. Originally, this benefit was exclusively extended to senior citizen MCOs; however, following the onset of the pandemic, it was extended to all members. Through this initiative, the family of a deceased MCO receives monetary assistance of ₱10,000.00. In 2024 alone, TARELCO II provided a total of ₱9.3 million to its beneficiaries.
Educational Assistance
In order for the nation to flourish, it needed to prioritize the education of the children. With this vision, TARELCO II initiated a scholarship grant to the deserving children of its indigent MCOs. Each district supports five (5) recipients, providing financial assistance throughout their academic journey. Currently, there are 25 outstanding scholars that the Cooperative is supporting.
Acceptance of On-The-Job Training (OJT) and Immersion Students
The Cooperative accommodates immersion students and OJTs coming from different high schools, universities, and colleges, offering them the opportunity to observe operations and provide them hands-on corporate experiences. This step aims to enhance the student’s skills before they are formally introduced to the professional world.
TARELCO II Programs
Collaboration with Government and Private Sectors
‣ Meeting with the Local Leaders
TARELCO II actively participates in sectoral meetings of each of the municipalities it covers to retain the harmonious relationship specifically with the Liga ng mga Barangay, Sangguniang Bayan, and the local chief of the communities. Theses valuable meetings serve as platform to present the Cooperative’s affairs and business activities to the officials, ensuring transparency while providing an opportunity to address inquiries, receive comments and consider recommendations with regard to its operations.
Further, the Management schedules a year-end meeting with the Local Government Officials for a collaborative exchange of insights, reviews, and suggestions to help improve the performance of the Cooperative. This 2024, TARELCO II held the annual meeting in December to strengthen its partnership with the public officials for their continuous support of the cooperative’s projects.
‣ Other allied agencies and NGOs
Further, the Cooperative accommodates immersion students and OJTs coming from different high schools, universities, and colleges, offering them the opportunity to observe operations and provide them hands-on corporate experiences. This step aims to enhance the student’s skills before they are formally introduced to the professional world.
• San Miguel Global Power (SMGP) Foundation, Inc. has fully supported and funded the series of medical missions in far flung areas of the coverage area headed by the Cooperative.
• In December 13, 2024, Aboitiz Power – GMEC handed over sets of Solar Spark Packages to the Cooperative, which coincided with the MCO Officer meeting with Zaragoza District. The solar equipment received was immediately distributed to the Zaragoza MCO Officers on the same day.
• The Capas Freedom Warriors – Matikas Eagles Club has supported the cooperative’s activities, together with the TARELCO II Foundation, Inc. A significant contribution from the organization was during the Sitio Manibukyot energization project, where the club partnered with TARELCO II to conduct two gift-giving activities, aimed at supporting the indigenous people of Capas in their path towards development.
Annual General Membership Assembly (AGMA)
One of TARELCO II’s major activities is its Annual General Membership Assembly (AGMA) wherein thousands of MCOs gather in designated venues to learn about the cooperative’s performance, accomplishments in all aspect (such as institutional, financial, technical and information-technology systems, future plans, and the like). This event also serves as the member’s platform to voice out their concerns.
Blood Donation Drive
TARELCO II consistently holds a blood donation drive during its operational anniversary, with the goal of supporting the nation's blood banks and assisting those in need. With tight partnership with the Philippine Red Cross – Tarlac Chapter and Concepcion Municipal Health Office, a total of 238 blood bags were collected from volunteers on August 2, 2024, including TARELCO II Employees, MCOs, and partner agencies.
Hosting of the Simultaneous Line Clearing and Tree Planting Activity
For the first time, TARELCO II was chosen as host of NEA-EC Simultaneous Line Clearing and Tree Planting activity on August 22, 2024. Guests from the National Electrification Administration (NEA), led by Deputy Administrator Atty. Omar M. Mayo, attended the event, which aimed to plant 500 guyabano and 500 narra seedlings in the mountains of Sitio Manibukyot, Bueno, Capas, Tarlac.
The line clearing activity successfully cleared 1.2 kilometers of power lines, removing branches and twigs, all thanks to the efforts of the linemen from Capas, La Paz, and Concepcion. Nonetheless, the line clearing activity is conducted as part of the operations of the Technical personnel.
Prompt Payor Raffle
TARELCO II launched the Prompt Payor Raffle in June 2023 to recognize Member-Consumer-Owners (MCOs) who pay their electric bills on time. Qualified participants from the municipalities of Bamban, Capas, Concepcion, La Paz, and Zaragoza were given the chance to win prizes as a reward for their timely payments. The Grand Raffle Draw took place on June 13, 2024, at the TARELCO II Main Office, where MCOs were rewarded with appliances and e-vehicles.
Rate Discounts
Senior Citizen Discount and Lifeline Subsidy Rate Discount
‣ Senior Citizen Discount
TARELCO II remains dedicated to supporting its Member-Consumer-Owners (MCOs) through electricity bill discounts. One of these is the Senior Citizen Discount, which grants eligible senior citizens a discount on their electricity bill if their monthly consumption does not exceed 100 kWh. To continue enjoying this benefit, qualified seniors must renew their application annually. In 2024, a total of 294 MCOs were able to benefit from this program.
‣ Lifeline Subsidy Rate Discount
Meanwhile, the Lifeline Subsidy Rate Discount, mandated by the Energy Regulatory Commission (ERC), is given to marginalized end-users who consume 25 kWh or below per month. Eligibility is determined by the Philippine Statistics Authority (PSA) or through membership in the Pantawid Pamilyang Pilipino Program (4Ps). Since 2023, 420 MCOs have already benefited from this subsidy, helping ease their financial burden.
